On a non-contending team with precious few pitching prospects (and little willingness to start their playing time clock, too), someone has to eat innings and make it through the game.
For the Baltimore Orioles, Matt Harvey was this player last season, and according to recent reports, he is in consideration to return in 2022.

Harvey’s career started off on the right foot in 2012, as he had three phenomenal seasons in 2012, 2013, and 2015.
Thoracic outlet surgery, however, as well as some off-the-field baggage, derailed his once promising career, and he is now far from the pitcher who could over 200 innings with a sub-3.00s ERA.
Harvey Is An Innings Eater More Than Anything Else At This Point
He has been wandering around the league since 2016, posting awful numbers, and destiny took him to Baltimore last year.
With the Orioles, Harvey was one of the worst starters in MLB last year.
He finished with a 6-14 record after making 28 starts and covering 127.2 innings.
His ERA was a horrific 6.27.
The Orioles, however, need someone who eat innings while they wait some more weeks to call up stellar pitching prospects DL Hall and Grayson Rodriguez, so they are considering Harvey more because of familiarity with him than anything else.
Of course, the Orioles are not particularly keen on the idea of starting both pitchers’ clock (even after the MLB Players Association efforts during offseason negotiations) with no real shot at contending this year, so we are going to see some Harvey-types in Baltimore this year.
Harvey, who recently testified and said he provided pain killers and opioids to Tyler Skaggs before his death, appears on the verge of getting another chance with Baltimore.
