According to Don Kleiman, the Miami Dolphins and New York Jets are both frontrunners for Chubb.

With both teams at 5-3 in the AFC East, they are showing their strong desire to reach the playoffs this season.
While the Jets’ defense is a solid unit already, the Dolphins need an added boost to help their defense out.
However, the Dolphins defense has most of their issues in the first half of games.
In the five games quarterback Tua Tagovailoa has completed, the Dolphins have allowed only 20 points in the second half.
But in those same five games, their defense gave up 79 points.
With Chubb on the Dolphins defense, they might become unstoppable.
However, if the Jets snag the talented pass rusher, their defense will strike fear into opposing offenses.
The Jets are already in the top 15 in points allowed (19.9) per game.
They are also top ten in sacks for this season, which can go up with the addition of Chubb.
With both teams wanting to make the playoffs, it’s clear why they might give up a first-round pick for Chubb this season.
